This year, the payout night and the Awards Dinner have been combined and will take place on SATURDAY 11th.  Wives/husbands/partners are welcome and you are encouraged to bring them along to this end of season function.

-          Venue:          Petone Working Men’s Club

-          Time:            6:30pm

-          Cost:             $40 per person (if you are under 18 years of age, you must be accompanied by a parent or guardian – cost is $20 each)

-          Format:         Buffet meal with some complimentary drinks

-          All Blacks v Australia – the Test Match will be screened live on the night.

Names and numbers for the Awards Dinner are needed.  Please write your name on the register at next Monday night’s meeting, send a message to our Chairman, Ian Dallas (contact details below) or reply to this email message.

Payment for Awards Dinner tickets can be made at next Monday’s meeting or by Internet Banking.  The WRRA bank account number is:  02-0544-0205928-000

resolution process for a tied Semi-final or Final match in WRFU Club grades

WRFU By-law 6.2

If at full-time in a semi-final two teams are tied, then two ten minute spells will be played to determine the winner.

There will be no "golden point".

If the scores are still tied at the conclusion of extra time the result will be determined as follows:

a.                   The team scoring the most tries in the match shall proceed to the final, but if these are equal;

a.                   The winner of the round robin match in the second round of the WRFU CC shall proceed to the final, but if this match was drawn;

b.                  The team with the higher differential between points scored for and points scored against, shall proceed to the final (and in respect of defaults the second sentence of By-Law 6.3(b) shall apply), but if this is equal;

c.                   The finalist shall be determined by the toss of a coin.

If in a final, two teams are tied at full time, they shall play a period of extra time consisting of two periods of ten minutes each way;

If scores are still tied at the end of this period a period of ‘sudden death’ extra time will be played.

If no winner is found after this the winner shall be determined by;

·         The team scoring the most tries in the final; but if this is equal

·         The team with the best point differential through the current competition, that being the difference between the amount of points scored and points conceded, shall de declared the winner (and in respect of defaults the second sentence of By-Law 6.3 shall apply), but if this is equal;

·         Shared Title

The ‘Sudden Death’ period shall consist of one period of ten minutes within which if a team scores a point they are deemed the winner.

Procedure for continuing the game if extra time is required

  1. At the commencement of extra time, the teams will play in the same direction that they played in the 1st half of the match.  At the halftime period of extra time, the teams will swap playing direction.
  2. The team that kicked-off to start the match will kick-off to start extra time.  Their opponents will kick-off the 2nd period of extra time.
  3. After fulltime in the match proper, there will be a maximum 5 minute break before extra time commences.
  4. There will be a 1 minute break between the extra time periods.
  5. If a third period of extra time (golden point) is required, the teams will play in the same direction that they played in the 1st half of the match and the team that kicked-off the match will kick-off again.

Substitutions / Temporary Replacements / Permanent Replacements

The Laws governing substitutions, temporary replacements and permanent replacements apply for the entire duration of the match, extra-time inclusive!

Teams are not entitled to "reset" their subs / replacements!

Secondary School quarter-finals, semi-finals and finals – resolution process for a tied match after 70 minutes (fulltime)

Most Secondary School fixtures this weekend (Sat 21st August) are semi-finals.  If a game has tied scores at fulltime (70 minutes), the process for determining who will proceed to the final is outlined below.  If you are refereeing one of these games, please take a printed copy of these procedures with you on Saturday.

You need to record:

-          who scored the first points in the match

-          who scored the first try in the match

-          the number of tries each team scores in the match

24. DRAWN SEMI FINALS & FINALS

In all WSSRU semi-final and final matches, if the scores are tied at the end of normal time, there is no extra time (IRB Under 19 rule). Accordingly, where at the end of ordinary time the scores are tied, in order, as defined below, the procedures to determine the winner shall be:

i. The team scoring the most tries in the match. If still tied

ii. The team scoring the first try in the match. If still tied

iii. The team scoring the first points in the match If still tied

iv. The team having the higher point’s differential in Championship round robin play.

v If still equal then a coin toss

Law 3: Substitute – Temporary Replacement – Permanent Replacement

Law 3 – Number of Players – The Team

There are 22 laws in the IRB rugby law book (Laws of the Game Rugby Union).  Six (6) of these IRB laws are altered by the existence of the NZRU Domestic Safety Law Variations (DSLVs).  “Law 3 – Number of Players – The Team” is one of those altered laws.

DSLV Law 3 applies to all levels of domestic rugby in NZ.  This equates to ITM Cup and below!!

A player who has left the field, having been substituted, is allowed to return to the field for an injured team-mate as well as a team-mate with an open or bleeding wound!

DEFINITIONS:

Substitute.  A player who replaces a team-mate for tactical reasons.

Temporary Replacement: A player who temporarily replaces another who leaves the field to have bleeding controlled and/or an open wound covered, or who replaces a front row player who has been temporarily suspended or required to leave the field to obtain a mouthguard.

Permanent Replacement: A player who permanently replaces an injured player or a front row forward who has been ordered off.

NZRU DOMESTIC SAFETY LAW VARIATIONS

LAW 3 – NUMBER OF PLAYERS – THE TEAM

Applications:

Applicable to all levels of New Zealand domestic rugby.

Does not apply to International and Super 14 rugby.

3.12 SUBSTITUTED PLAYERS REJOINING THE MATCH

A player may be used as a substitute only once.

A substituted player may be used as a permanent or temporary replacement.

A player who has left the field, having been substituted, is allowed to return to the field to replace an injured player.  In this circumstance, the player returning to the field is a permanent replacement.

A player who has left the field, having been substituted, is allowed to return to the field to replace a bleeding player.  In this circumstance, the player returning to the field is a temporary replacement.

NOTE:  The absence of a front-row player (sent off, sin-binned, injured or obtaining a mouthguard) is covered by DSLV Law 3.13.

Rugby Smart 2010 – catchup presentation for new members and those that have not yet seen this year’s version

New referees, recently arrived members and existing members,

It is compulsory for everyone who is actively involved in on-field refereeing, to view the NZRU and ACC safety presentation, Rugby Smart.  This safety accreditation is conducted annually and is necessary to ensure that you are covered by NZRU insurance and ACC legislation, particularly in the event of serious injury to a player in any game you are refereeing.

Rugby Smart is a DVD based presentation.  I will conduct a Rugby Smart presentation tomorrow before the regular Monday night Training-Education-Development meeting gets underway at 7pm.

Teamsheets protocols

All,

There are 3 levels of teamsheet protocols for us to follow this season:

Premier, Senior-1 and Senior-2 Grades

These three grades use the carbon-copy triplicate teamsheet system that has been operating since 2008.  Referees are required to sight the teamsheet prior to the match commencing to ensure that all the requirements of number of players, front row replacements, etc, are adhered to.  At the end of the match, the referee is to:

-          check that the detail on the teamsheet is accurate (including the score)

-          assign points in the Griffiths Memorial Competition (Senior-1 and Senior-2 grades only)

-          sign the teamsheet

-          RETAIN POSSESSION OF THE MIDDLE (pink) COPY and return that copy to the WRFU

Senior-3 to Under-19 (ie: all other WRFU grades)

These grades will continue to use the traditional DLE (envelope size) fold over cards.  Referees are required to sight the teamsheet prior to the match commencing to ensure that all the requirements of number of players, front row replacements, etc, are adhered to.  At the end of the match, the referee is to:

-          check that the detail on the teamsheet is accurate (including the score)

-          assign points in the Griffiths Memorial Competition

-          sign the teamsheet

-          leave the teamsheet with the team manager

o        only on the occasion that you sin-bin or order-off a player will it be necessary to retain possession of the teamsheet for the purpose of identifying the players concerned.  The teamsheets MUST be returned with your completed sin-bin or ordering-off report inside the 48 hour requirement.

Secondary School grades.

For ALL Secondary School grades, the referee is still required to collect the teamsheets, complete all the detail and return it to College Sport Wellington.  This can be achieved by posting the teamsheets, delivering them in person or bringing them to the weekly Monday night WRRA meeting.

PLEASE DO NOT RETAIN POSSESSION OF TEAMSHEETS FOR EXTENDED PERIODS.  RETURN THEM AS QUICKLY AS POSSIBLE.

Scrum Law differences

IRB Law

If a scrum unintentionally wheels more than 45°, it shall be reset.  There is NEVER a turnover of possession.

If a scrum wheels more than 90°, the scrum will be reset.  The team NOT in possession, when it wheeled through 90°, will throw the ball into the new scrum.

If team numbers are reduced (ordering off or sin bin), scrum numbers MUST match.

No such restriction.

The Number-8 must bind BETWEEN the locks.

No such restriction.

A scrum cannot move more than 1.5m from the original mark.

No such restriction.

The ball cannot be retained IN the scrum (ie: the Number-8 cannot hold the ball at his/her feet).

No such restriction.

The halfback may NOT advance beyond the middle of the scrum.

The halfback can follow the ball through the scrum.

Ordering Off (Red Card) reports

-          these MUST be completed in all circumstances

-          if you order a player off, you must advise one of the following people ON THE DAY OF THE ORDERING OFF:

-          Completed reports must be with Benji Crossley at the start of Monday business (for a Saturday ordering off) or the following day (for a Sunday or mid-week ordering off).  Completing them and/or handing them in at a Monday night meeting is not satisfactory!  The administrative task of notifying players and clubs of appeal rights and setting up disciplinary hearings needs to be done earlier than “Monday night completion” would allow.

Temporary Suspension / Sin Bin (Yellow Card) reports

-          these must be completed in all circumstances

-          they must be sent to Benji inside the “48 hours post game window” or, handed in at the Monday night meeting.

The Ordering Off and Sin Bin report forms have been updated to replace Nathan Pilalis’ details with Benji Crossley’s details.  They will be available on the WRRA website.

Availability / non-availability

-          the email address notavail@wrra.org.nz is redirected to various people.  This facility is being used regularly and is functioning well.  Please send notification of your non-availability to this email address as early as possible.  Noon Monday is the cutoff for notification for the following Saturday.  Earlier than this time is preferable.

-          Regardless of having sent through notification of non-availability, please always check the draw and appointments to ensure you have not been appointed on a day that you are unavailable.  If you discover any issues with the appointments, please advise Benji immediately!

Rugby Smart – 6:10pm

For those that did not attend last week’s meeting, there will be a second opportunity to view the 2010 Rugby Smart safety presentation tomorrow at the Petone Working Men’s Club.  When you have attended, your NZRU registration can then be completed for this year.

START TIME: 6:10pm.

It is compulsory for all active referees to attend Rugby Smart each year and to complete and sign a registration form.

Following the Rugby Smart session will be the Training-Education-Development topic for the night:

WRRA training – Monday 1st March, 5:30pm at Anderson Park — Rugby Smart

RUGBY SMART 2010

The 2010 WRRA Monday night Training-Education-Development (TED) programme starts on Monday 1st March.  First up is the compulsory Rugby Smart presentation from the NZRU.  All referees who intend to actively referee rugby this season must attend a Rugby Smart presentation.

Monday at the Petone Working Men’s Club – 7pm.

Referees who attend Rugby Smart will then be able to complete their 2010 registration form and most of the administration tasks for the new season will then be complete.  Of course, paying your subscription is another matter to attend to, if you haven’t already.

TRAINING – MONDAY 1st MARCH – ANDERSON PARK – 5:30pm

Training starts at 5:30pm to allow time for participants to get from Anderson Park to the Petone Working Men’s Club for Rugby Smart.
